J&K Government employees to get more Allowance Soon
Jammu, Nov 30 : All J&K government employees working in civil secretariat Srinagar and Jammu as well as in the offices of Head of Departments (HoDs) situated outside the secretariat would get a “secretariat allowance” at a uniform rate of Rs 2000 per month.
However, only the full-time government employees and not the employees on a contract, consolidated rates of pay, or part-time employees would be entitled to this allowance admissible throughout the year.
The allowance has been granted with a retrospective effect from 1 November 2021.
In this connection, the government Monday issued a circular providing for this new provision of “secretariat allowance” substituting Article 41-G of the Jammu and Kashmir Civil Services Regulations, Volume-I.
“ In exercise of the powers conferred by the proviso to Article 309 of the constitution of India, the Lieutenant Governor is pleased to direct that Article 41-G of the Jammu and Kashmir Civil Services Regulations, Volume-I should be substituted by the 41-G Secretariat Allowance,” read a notification issued by the Financial Commissioner (Additional Chief Secretary) Finance Department, Atal Dulloo.
As per this new provision, the government employees, who are working in Civil Secretariat Srinagar and Civil Secretariat Jammu would be entitled to “secretariat allowance”.
The employees of the offices of the HoDs situated outside the civil secretariat, who were entitled to a ‘temporary move allowance’ would also be entitled to a “secretariat allowance”.
The “secretariat allowance” would be paid at a uniform rate of Rs 2000 per month.
However, the department has also put certain conditions which would govern the grant of this allowance.
The notification has specified that the allowance would be admissible to the “full-time government employees including those borne on contingent paid establishment working in such offices but excluding employees on a contract, consolidated rates of pay or part-time employees”.
“ The allowance will be admissible throughout the year. During leave, the allowance will be admissible only in respect of earned leave and limited to a period of two months,” Dulloo said.
As per the conditions, the allowance would not be admissible during “joining time or transfer, if the transfer is outside Civil Secretariat Jammu or Civil Secretariat Srinagar or offices”.
It has been specified that as soon as the government employee is relieved by way of this arrangement, the drawing of allowance would cease forthwith.
“ This notification will be deemed to have come into force with effect from 1 November 2021,” Dulloo said.
