Regularisation of ReTs who enhanced higher studies Via regular mode in service deferred

Govt orders recovers of salaries drawn through the same period

Srinagar, May 25: The School Education Department has ordered deferment of regularisation and recovery of salaries of those RRETs who were in government services and were simultaneously perusing graduation via regular mode while being in service.

Director of School Education Kashmir (DSEK) has said that upon the approval from administrative department and decision taken in divisional level selection committee meeting, it has decided to approve the settlement of overlapping period of Rehbar-e-Taleem (ReT) teachers on various conditions. 

According to the news agency—Kashmir News Observer (KNO), DSEK has said that the date of regularisation of these ReTs is deferred by the overlapping period involved in pursuing course in regular mode as indicated against each during service as Education Volunteers and ReT. 

“However, in backlog cases the number of days availed in appearing in examination shall be treated as leave, whatever due,” 

DSEK said. It also said that the amount of honorarium as well as the salary shall be recovered and it shall be worked out by the concerned DDO. DSEK further said that the concerned DDOs shall initiate and ensure the recovery of the honorarium and salary for period of overlapping or dual enrolment in suitable instalments. 

It has also ordered the DDO to furnish the certificate to the effect that the honorarium for overlapping period and the salary for the period of regularisation is deferred has been worked out and recovered from the ReT before transition to Teacher Grade II. 

The action taken report in this regard should reach this office within a month from the date of issuance of this order enabling this office to proceed ahead in the matter. A total of 138 such teaching staff was settlement who were having the overlapping period issues. It includes 117 ReTs and 21 Education Volunteers. Pertinently, the born graduate, at the first instance were promoted and transited to Teacher Grade-II. 

However those RReTs who had enhanced their qualifications during services were identified to be of two type’s including those who had enhance their degrees through distance mode or private mode and the second category was identified as those who had enhanced their qualification via regular mode. The RReTs who had enhanced their qualification via distance or private mode were given post-facto sanction and were transited to teacher Grade-II. 

However, those teachers who had enhanced their qualifications through regular mode, the cases of all such teachers was referred to administrative departments wherein the administration had decided to award them with teacher Grade-III at the first instance with the direction to submit the cases after case to case study of their overlapping period—(KNO)
