Govt adopts ‘School Complex System’ to rationalize 10k surplus teachers in J&K


Srinagar, July 06: The School Education Department (SED) has adopted a ‘school complex system’ to rationalize over 10,000 surplus teachers in Jammu and Kashmir.

The information was revealed by the Ministry of Education (MoE) in a Project Approval Board (PAB) for the Union Territory of Jammu and Kashmir under Samagra Shiksha Scheme for the financial year 2023-24.

In the meeting, Jammu and Kashmir School Education Department as per the news agency KNO— has said that it has adopted and implemented School Complex System wherein 746 School Complexes have been notified as per NEP-2020 for optimum utilisation of resources in a complex.

“The rationalization of staff is being done,” it reads.

It states that the J&K has rationalised the teachers within the cluster by empowering Cluster Heads to make best use of men and material available within the cluster.

“It has also helped to improve the PTR, especially at Primary and Elementary level,” the government said.

Moreover, the department has also notified that most of the surplus teachers have been adjusted against vacancies through online mode.

“In order to balance the PTR in every school, the UT has made the rationalization of teachers and the extra teachers from the over-served schools have been put in the deprived ones to ensure that there is no urban-rural imbalance in teaching posting,” it reads.

Pertinently, has already reported the figures of 2022-23 in which MoE has stated that there were 22 percent schools at Primary level and six percent schools at Upper Primary level with adverse PTR.

In order to balance the PTR in every school, MoE had suggested the UT to go for rationalization. “All this could be done by the school level analysis using the latest UDISE data.”

MoE had further said that there were more than 10,000 surplus teachers in the UT. (KNO)
